  Sumio Shioda

Mr. Sumio Shioda is currently a Senior Advisor for the Airport Environment Improvement Foundation (AEIF). From 1999 to 2006, he served as the President of AEIF and worked on maintaining sustainable environment around such airports as Osaka Airport in Japan. Furthermore, since 1990, he has been a member of the Central Environment Council which focuses on global warming issues in the Global Environment Committee.

Mr. Shioda served as a government official in the Ministry of Transport from 1957 to 1990 during which time he was often involved in maritime transport policy and international transport policy including international civil aviation and tourism.

During his career with the Ministry, Mr. Shioda served as the Deputy Director General of the Civil Aviation Bureau and the Deputy Director General of the International Transport and Tourism Bureau (1982-1986). In addition, he led the Japanese delegation in air talks with the United States, China and various ASEAN countries and participated in the General Assembly of ICAO in 1983. Mr. Shioda also led the Japanese delegation during the Conference of Directors General of Civil Aviation, the Asian & Pacific Region in 1988 where, with the cooperation of the Republic of Korea, an agreement was reached regarding the shortening of air routes between Japan and the People’s Republic of China (the AKARA corridor).

Mr. Shioda was appointed the Director General of the International Transport Bureau in 1986 and he contributed to the increase of Japanese tourists going abroad with the “Ten Million Program.” He was appointed Director General of Transport Policy in 1987 and served as the Commandant of the Japan Coast Guard in 1989. Mr. Shioda retired from the Ministry in 1990.

Upon retiring from the Ministry, Mr. Shioda moved on to serve as the Vice President of Teito Rapid Transport System (which is now reorganized as Tokyo Metro Company, Ltd.) from 1991 to 1993. He also served as the President of the Japan Railway Construction Public Corporation from 1993 to 1999. During this time, the Corporation completed construction of several conventional and subway lines as well as the Nagano Shinkansen before the Nagano Olympics.

Mr. Shioda graduated from the University of Tokyo with a Bachelor of Law in 1956.
