Ms. Daguillard serves as the Director, Office of Research Management, Office of Research, Demonstration and Innovation (TRI-30). TRI-30 facilitates the internal flow of information concerning TRI’s major programs and projects, as well as external communications with the transit industry, the general public, Congress and other FTA stakeholders. It also supports the development and implementation of tools for the deployment of major TRI programs, such as bus rapid transit (BRT); Intelligent Transportation Systems (ITS); alternative fuel vehicles; the International Mass Transportation Program, and the development of transit vehicle and safety standards. TRI-30 works with industry groups and academic institutions to develop programs that improve the capacity of the transit industry to deliver high-quality services, and is responsible for ensuring that information flow is timely, of the requisite quantity and quality, serves the needs of decision makers, and enhances the adoption of the technology and best practices developed by TRI.
Ms. Daguillard joined the U.S. Department of Transportation in 1986 as an Honors Attorney in the Office of General Counsel. In 1987, she joined FTA, where she served as Assistant Chief Counsel for General Law. In that capacity, she was responsible for ensuring compliance with the FTA Buy America and privatization requirements, and establishing the legal framework for FTA’s innovative finance initiative.
Before assuming her current position, Ms. Daguillard was Manager of the International Mass Transportation Program (IMTP). The IMTP has provided strong support for U.S. firms seeking to enter international markets. Specifically, the IMTP has created an invaluable resource guide, “Accessing the Global Marketplace: A Resource Guide for the Transit Industry” for U.S. companies hoping to enter overseas markets. In addition, working with the U.S. Foreign and Commercial Service, the IMTP has generated market research on several emerging economies in Africa, Asia and Central Europe. The IMTP has also organized and led trade missions to Africa, Asia and Latin America, and has sponsored U.S. pavilions at international transit expositions.
Ms. Daguillard holds a law degree from the George Washington University, an LL.M. from the University of Paris, and is a member of the District of Columbia Bar.
