Commander Cynthia L. Stowe
Chief, Vessel and Facility Security Division,
Port Security Directorate, United States Coast Guard
Commander Stowe is a career military officer who serves as the
U.S. Coast Guard’s Chief of Vessel and Facility Security
Division at Coast Guard Headquarters where she has been stationed
since 2003. In this assignment she oversees the development
and implementation of national and international maritime security
programs for the United States.
Prior to this assignment, Commander Stowe was detailed to
the United States Senate where she served on the Transportation
Appropriations Committee and later on the Homeland Security
Appropriations Committee.
During her first tenure at Coast Guard Headquarters she assisted
with the development the United States' Port State Control
policies and was selected to represent the U.S. as a delegate
to the STW Subcommittee and the 1995 STCW Diplomatic Conference.
Commander Stowe has been assigned to various Coast Guard
field units during her career including Marine Safety Offices
in Baltimore, Maryland and Tampa, Florida were she served
as a Vessel Inspector and Chief of Port Operations.
Commander Cynthia Stowe is a graduate of Maritime Academy
at Texas A&M University and is a licensed deck officer.
