  John Grubb

Deputy Director, Maritime and Land Transport
Transport security and Contingencies Directorate Department for Transport


John Grubb is a career civil servant having joined the Department of Employment in 1963. During the period up to 1987, John worked in the employment and benefits service, the careers advisory service, and was subsequently responsible for departmental policy on the employment of disabled people before joining the Department's management consultancy unit.

In 1987, John joined the Health and Safety Executive working on new international and European requirements for environmentally safe use of chemicals. In 1990, John became Secretary to the Health and Safety Commission. He subsequently worked on deregulation and strategic policy issues. John was promoted to the Senior Civil Service in April 1997 and took responsibility for the development of safety policy and regulatory frameworks for the construction, explosives, maritime, rail and transport of dangerous goods sectors of industry.

From April 2000 to May 2002, John headed the Health and Safety Sponsorship Division of the Department for Transport.

In May 2002, John became Deputy Director of the Transport Security and Contingencies Directorate (TRANSEC) of the Department for Transport.
John now has specific responsibility for the protective security regimes for maritime and land transport.

The maritime responsibilities cover the security requirements for the UK ports and the UK and Red Ensign shipping fleets operating all over the world.

The land transport responsibilities cover the security requirements for the national rail network, the London Underground and light rail systems, the Channel Tunnel and supply chain security including the transport of dangerous goods by road and rail.

John's corporate responsibilities include playing a full part in the UK Government's counter terrorism programme including the handling of the response to changes in threat assessments and security incidents.

John expects to be appointed in May 2005 as Chair of the IMO Maritime Security Working Group.
