  Penny J. Anderson

Acting Chief, Aviation Security Audit Unit, International Civil Aviation Organization

Penny J. Anderson is the Chief of the ICAO Aviation Security Audit Section. She joined ICAO headquarters in Montreal in 2002 on secondment from the United States Federal Aviation Administration (FAA) in order to assist with the establishment of ICAO's new Universal Security Audit Programme.

Prior to joining ICAO, Ms. Anderson was the Manager of the FAA International Operations Division, Office of Civil Aviation Security, responsible for the FAA's international aviation security audit programme.

Ms. Anderson has extensive managerial and operational experience in aviation security, having previously worked as a national and international aviation security auditor, air marshal, and as FAA lead special agent for Chicago O'Hare International Airport. She was responsible for the development of national aviation security policy and its regulatory framework.
