U.S. Department of Homeland Security


The Office of Maritime and Land Security has responsibility for overall transportation security of passengers, cargo, and infrastructure for maritime, rail, highway, mass transit, and pipeline conveyances. Captain Johnson assumed his position after a twenty-six year career in the U. S. Coast Guard, principally in its marine safety, security, and environmental protection program. He retired as a Captain in April of 2002.

A graduate of the U.S. Coast Guard Academy, Captain Johnson held various operational and staff assignments in the Coast Guard, including Captain of the Port of Savannah, GA. During this assignment he led the response to the largest chemical spill in the State of Georgia, the nine million gallon spill and fire at the Powell-Duffryn terminal. He also did the initial security planning for the 1996 Summer Olympics yachting venue in Savannah.

Captain Johnson has a master's degree in systems management from the University of Southern California and was a Federal Executive Fellow at The Brookings Institution in Washington, DC.
