Jiro Hanyu
President, Japan International Transport Institute Former Vice-Minister for Transport and International Affairs, Ministry of Land, Infrastructure and Transport
Jiro Hanyu currently serves as the president of the Japan International Transport Institute, Washington Office. Since resigning from the post of Vice-Minister for Transport and International Affairs, in August 2002, he has also served as Special Advisor to the Ministry of Land, Infrastructure and Transport. Mr. Hanyu served as the Vice-Minister for Transport and International Affairs in the Ministry of Land, Infrastructure and Transport from January of 2001, and served as the Vice-Minister for International Affairs in the Ministry of Transport from June of 2000.
Before becoming Vice-Minister, Mr. Hanyu served as the Director-General of the Transport Policy Bureau from 1998 to 2000. Mr. Hanyu pioneered new schemes to improve accessibility to public transportation systems for a barrier-free society. He also led new policy initiatives to promote the widespread use of environmentally friendly vehicles.
From 1994 to 1998, Mr. Hanyu served as the Deputy Director-General, and later as the Senior Deputy Director-General, of the Civil Aviation Bureau. Mr. Hanyu headed Japanese delegations to aviation consultations with many countries including the USA. He played a leading role in concluding two outstanding Japan-US aviation agreements: the 1996 Memorandum of Understanding on all-cargo services, and the 1998 Memorandum of Understanding on combination and all-cargo services.
Mr. Hanyu’s career with the Ministry of Transportation spans thirty-two years. From 1983 to 1986, he served in the Japanese Embassy in the United Kingdom. Returning to Tokyo, from 1986 to 1988 Mr. Hanyu served within the Secretariat to the Minister, first in the National Railways Department, and later as the Director of Public Relations. From 1989 to 1990, he served the Cabinet Secretariat Office as a Councilor. From 1990 to 1991 he held the position Director of International Air Transport.
Mr. Hanyu graduated from Tokyo University in 1969 with a bachelor’s degree in Economics.
