  Katsuji Doi


President, Japan International Transport Institute
Special Advisor to the Minister of Land, Infrastructure and Transport


Katsuji Doi currently serves as the president of the Japan International Transport Institute, Washington Office. Since retiring from the post of Vice Minister for International Affairs in June, 2000, he has also served as Special Advisor to the Minister of Transport. Mr. Doi served with the Ministry for more than 30 years. He was appointed Vice Minister for International Affairs in 1998.

Mr. Doi has played a prominent role in regulatory reform for all transportation sectors, including aviation. In 1996, he became the Deputy Vice-Minister to the Transport Policy Bureau, and in 1997 was appointed Director-General.

Between 1992 and 1994, Mr. Doi was responsible for international aviation affairs as the Deputy Director-General of the Civil Aviation Bureau, following which he was appointed Senior Deputy Director-General in 1995. In 1988, Mr. Doi served as the Director of the International Air Transport Division in the International Transport and Tourism Bureau.

Mr. Doi has completed new air service agreements with nine countries. In 1988, he was a member of the Japanese delegation negotiating new air services with the United States. He successfully led the negotiation to reach a new agreement, culminating in the 1989 Memorandum of Understanding.

Mr. Doi also has served at the Ministry of Transport as Director of the Road Passenger Transport Division within the Regional Transport Bureau, and Director of the Air Traffic Services System Planning Division, Air Traffic Services Department within the Civil Aviation Bureau. Mr. Doi has experience in maritime affairs, serving as Director of the Coastwise Freighter Division to the Shipping Bureau in 1982.

In 1976, he was appointed First Secretary to the Embassy of Japan in Beijing, China.

Mr. Doi received a bachelor of law degree from the University of Tokyo.
