  Mortimer L. Downey

Deputy Secretary of Transportation
U.S. Department of Transportation


Mortimer L. Downey has been the Deputy Secretary of the U.S. Department of Transportation since June of 1993 and is the longest-serving Deputy Secretary in the Department's history.

In his role as the Department's Chief Operating Officer, he serves on the President's Management Council, the Amtrak Board of Directors, the Partnership for a New Generation of Vehicles, and the Deputies' Committees of the National Security Council and the National Economic Council. Mr. Downey also serves as Chairman of the National Science and Technology Council's Committee on Transportation Research and Development and is a member of the Trade Promotion Coordinating Committee.

Deputy Secretary Downey has been a leader in strategic planning and management, and the Department's Strategic and Performance Plans have been rated "Best in Government." During his tenure, the Department has increased investment in America's transportation infrastructure by 74 percent while reducing staffing by more than 10 percent.

Before accepting the President's appointment as Deputy Secretary, he served as executive director and chief financial officer at the Metropolitan Transportation Authority (MTA) in New York, the nation's largest independent public authority, overseeing the turnaround of New York's transit system. Mr. Downey has also held a number of positions with the Port Authority of New York and New Jersey.

During the Carter Administration, Mr. Downey served as DOT's Assistant Secretary for Budget and Programs.

Mr. Downey graduated magna cum laude from Yale University in 1958, received a master's degree in public administration from New York University in 1966 and attended the Harvard Business School Advanced Management Program in 1988. Mr. Downey has been active in numerous professional and civic organizations, including serving on the Executive Committee of the Transportation Research Board of the National Academy of Science, and has received numerous honors and awards. In 1999, he was elected a fellow of the National Academy of Public Administration.
